I just successfully downloaded the "All Tools" toolset (using the Safari browser). Are you on a Windows system, then you should have access to Internet Explorer, on a Mac, you should have access to Safari. I don't know why this is happening to you, but it looks like the server is working correctly and things are probably going wrong on your system or your network. Both Chrome and Firefox have a built-in PDF viewer and it is possible that this is interfering somehow with the download.
