From my previous answer you know that the initial view is a property of the PDF document. This means that a document requests a certain zoom factor. All Acrobat or Reader normally does, is to provide a default zoom factor for when the PDF file does not request a certain zoom factor. You can do this by going into Acrobat's preferences, then go to the Page Display category and set a default Zoom factor.
When you look at the "Accessibility" preferences, you will actually find a way to override the zoom factor for every document via the "Always use zoom setting" value. You just have to keep in mind that you changed that setting, and not complain about how a PDF file looks to the author of the PDF file.
