If you have Adobe Acrobat Pro you can go to menu View -> Tools -> Print Production and click on "Set Page Boxes" tool under More Production:

If you want to reduce the page size you have to set values for CropBox under Margin Controls.
On the other hand, if you want to increase the size of the pages you set it under Change Page Size options. You can only use Change Page Size to increase it.

The process of how to change the page size is different depending on if you want to make the page larger or smaller.

To make the page smaller, bring up the Crop tool as instructed by Gilad and draw the new crop rectangle, and then refine that on the dialog. To make a page larger, bring up the crop tool, but this time double-click on the page (this will default to not cropping the page). Now go to the bottom left corner of the crop dialog (the "Change Page Size" section), and either pick a new format from the list, or select a custom page size. I usually center the existing content on the new page.
