change scale ratio doesn't work in Acrobat XI pro

Here's the issue:

Bring up measuring tool. Go to blank spot on page. Right click. Choose Change Measuring Scale. 1 in = 20 ft. Everything working so far and the "Measuring Tool" popup which shows progress in the measurement shows the scale change. Now, left click somewhere to start the measurement. The "Measuring Tool" popup changes immediately to default scale and finishing the measurement results in the default scale.

Perhaps there is a way for me to change the default scale as a work around?

Is this a known issue? Is there a way for me to check if this is a known issue and submit it formally if it is not?

This really isn't an answer but, I just found that if I turn off "use document scale when present" under the 2D Measurement section of :Preferences, then the Change Scale Ratio mechanism described above works.

I think this behavior has changed since v. X. I used to use the measuring tool, check to see if the correct measurement scale was already embedded, and if it wasn't, I could override it.
