I don't have Adobe Reader installed. Do I need it?

You don't need Reader if you have Acrobat.
What browser are you using? What do you mean by "open as web pages"? Can you see their contents? Did you try saving them to your computer and then double-clicking them instead of viewing them within the browser?

Acrobat/Reader plug-ins can open within a web page.
You could save the PDFs to you local system and then open them.
I have Windows 7 & using Google Chrome as my browser. PDF's on internet sites open as new tabs on Chrome. I realize I can save them as PDF files & then open them with Acrobat. I would just prefer to save the steps & have them open in Acrobat by default.
Google Chrome uses its own buit-in browser. For a sort time you will be able to install Adobe Reader DC and set Google Chrome to use Adobe Reader, but Google has announced it will no longer support Adobe Reader or the Acrobat pug-in.
