Is there an easy way to create a pdf replica of a paper form ?

hello, I have a very long government form i would like to make a pdf version of it and have that pdf look exactly like the existing form ( or close to it) obviously i could painstakingly go through all 20 pages with the pdf creation tool to add each element manually tweaking the dimensions and fonts. is there a faster way ? some what juuust right . thanks

Adobe Acrobat lets you create a form based on a PDF document, so if you follow JR's scanning instructions, just open that PDF file and select Tools>Forms>Edit, and it will ask you if it should try to find form fields in your document. When you start with a 20 page document, this will probalbly save a lot of time vs. creating these fields manually.
