The problem is the windows 7 ISO copy you are using

Never down load it from the internet

Get a copy from a frends CD until MS fixis the problem

The fault has nothing to do with windows permissions but with every folder having a read only atterbute in your file system.

The 1317 error is usually due to a lack of access privileges. Is there a filename or directory associated with this error message?

From a second question posted by Jon:

Thank you sir for your response. the pathway as you asked for is c:\programe files (x86)\ common files. I just cannot download reader 11,i hope you can help me in some way Thank You for your help so far Mr Kremer

This path suggests that there is something different (or wrong) with your computer setup. The first thing I would try is to disable any anti-virus software while you install Reader.

If that does not work, enable the anti-virus software again.

Are you running as administrator? You very likely will have to change the permissions on this directory. Right-click on it and review the permission settings. Post here, what you find.
