After you create a tagged PDF document, Acrobat determines the reading order of the document.
You can change the order in which text and images appear by using the Order Tab in the Navigation pane and the TouchUp Reading Order tool in the Accessibility panel.
Choose View > Show/Hide > Navigation Panes > Order.
To reorder the elements of a page, click and drag tags up or down the Order tab.
From the Touchup Reading Order dialog box you can change the attributes of tags and renumber them to change the reading order.
