I know there is a shortcut key (control + ??) that brings up a format bar that allows you to change font size, style, color, etc for text boxes.I just don't remember the shortcut.

Hi,the shorcut is CRTL + E(CMD + E on Mac OS) ;-)
You can use the Touchup tool/ Document edit option to edit the document, path to locate Touchup tool is Tools>Content>Edit document tool/Add or edit text tool.
Also available from the View menu:;-)
