Can't click in a field without error message

Why can't I click in a text field without getting an error message "windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." This message is generated from tabtip.exe.

Option 1: Disabling Touch Mode

Choose Edit > Preferences > General.

In the Touch Mode drop down list, select Never.
