Can an "empty" table, i.e., cells with no contents be tagged as a figure?

Have a table that has no content in the data cells. Rather than showing "cell intentionally left blank" in all cells, can the table be tagged as a figure since there is no data in the cells other than header cells?

No. See ISO 14289-1, PDF/UA which is what defines what constitutes an accessible PDF.

So why is the table there in the first place if there is no content? What would a sighted user "see" if looking at the table?
