Acrobat DC will not install error meassages

Adobe Acrobat DC, part of a Creative Cloud subscription, will not install. I get this message: Installation failed, errors encountered during installation (7) and
Payload: Adobe Acrobat DC 15.7.20033.0 Adobe Acrobat\Setup.exe_15.007.20033 -----------
ERROR: Third party payload installer Adobe Acrobat\Setup.exe failed with exit code: 1603
I have uninstalled Acrobat X1 to no avail.

I also had this error after a clean install (although on a mac). A chat with Adobe gave these instructions.
Sign out of CC via Preferences>Account. Then quit the CC installer app.
Go here to manually install Acrobat:
