why can't i download a form even tho I have the latest version

I'm trying to download an application form from grants.gov but I keep getting a message that I don't have the latest version of adobe reader. Yet I've downloaded the latest version.

You may have download the latest available on the Server. But did you run The updater. (Help Menu > update)
