Please advise on how I can set the Preferences in Adobe Acrobat XI to open/VIEW any PDF at 100%

There is no sure way to do this. The above recommendation will only work with PDFs for which the creator has not set or set the open option for magnification to "default". If the creator specifies a magnification value, that setting will be honored over the default settings.
