PDF accessibility on scanned documents come out blank

I have a scanned PDF file (a scanned book) over 100 pages long that I want to be able to highlight. When I try to highlight, adobe acrobat Pro asks if I would like to run a character analysis to try to make the text on the pages accessible and I click ok. The problem is that while the program is working on all the pages I noticed that some pages were blank. After the program finished, I went back to check all the pages and some were blank. How can I fix this? I don't want parts of my book missing.

A simple answer would be to rescan the originals of those pages that are blank into a separate pdf file. Run the character analysis on them and then replace the blank pages with the newly created pages.
