The tool is available. The user interface change for Acrobat X and XI placed it in a new location.

To the upper right you'll observer Tools | Sign | Comment
Click Tools. Look for the panel label "Analyze".

If not present click beside the square menu icon in the upper right. The drop-down menu displays all possible Tools panels.
Tick "Analyze". The Analyze panel contains the following tools:

--| Measuring Tool
--| Geospatial Location Tool
