I don't think Adobe offers a Pay As You Go-type service. You can buy a time-based (monthly/yearly) subscription or a full license. That's about it, as far as I know.

For a one-time task, you can download Acrobat's 30 day trial version, but you would only be able to do this once on any given computer.
The cheapest way to convert to PDF is a subscription to the PDF Pack (https://www.acrobat.com/en_us/products/pdf-pack.html).
For an Acrobat subscription, you can use the month-to-month option, and just subscribe for a month every time you need to convert to a PDF file: http://www.adobe.com/products/acrobatpro/buying-guide-subscriptions.html
