How do I highlight text In Adobe reader XI for windows 8

Open the "Comments" tool bar. Acrobat XI does not need special rights like older versions of Reader do.
I can see the HIGHLIGHT option but its not working,,,i mean I cant select the text to highlight

Then there's probably no real text in that file, just an image containing text. If that's the case then you can't highlight it. You need someone with Acrobat to run OCR on it first.
