It is not clear what you are asking.
The text labels for the panels in the Comment pane are not user configurable.
Selected characters in an annotation's pop-up dialog do have user configurable aspects.
Ctrl+E opens the Properties Toolbar.
With pop-up text selected the toolbar is labeled "Pop-Up Text Properties".
User configurable items are:
The annotation color, the text color, text size increase / decrease, bold, italic, underline, super and sub-script.
For the Add Text Comment the selected text has some user configurable options in the associated Add Text Comment properies bar.
There are several user configurable options for selected text when using Tools - Content Editing - Edit Text and Images.
Format options are presented in the panel. Click the "+" that is adjacent to the word "Format" to have additional options presented.
Options:
Font size, font color, bold italic, underline, alignment choices, super and sub-script, *character spacing*, line spacing, horizontal scaling, stroke width and stroke color.
Options for images:
Flip vertically, flip horizontally, rotate (CW, CCW), crop, replace and there is "Edit Using..."
"Edit Using..." lets you select an image editor.
