Creating a layered PDF from a scanned image

I need to import a scanned form with completed, handwritten information into Acrobat XI for the purpose of transferring the data to an updated version of the same form. I know it's a stretch, but the thought is creating 'layers' that separate the variable data from the printed form, thus allowing me to 'drop' it into the updated version. Can anyone tell me if this is possible? If so, how? Thanks.

You can save a form's data separately from the form (in FDF format - Form Data File, a type of XML). This would allow you to collect data and migrate it around.

But, as far as I know, there's no way to scan a handwritten form and have the manual text become data in the form fields.
