Select the TIFF(s), right click, select convert to PDF.
Or Use Acrobat Pro 9 (or 8 or X) using the create PDF capability.
Or, with Acrobat open - click, drag, drop TIFF(s) onto the open Acrobat.

As to me,You are trying to convert scanned images to PDF, even with handwriting on it. Here is an articles on blogspot about how to convert image to pdf. As pdf is so large that I may be wrong. Or you can fing something called converter. There is something free online.
