Can you edit text in Adobe Acrobat?

Sometimes you can, sometimes you can't. It really depends on the PDF itself and what type of edits you want to make. It's always advisable to edit the original document and create a new PDF from that.

Yes, you can edit the Texts using Typewriter tool however it depends on the content of the document, please try to run the OCR fuction for the document and after that try to edit the texts.

If you have the right permissions and an editing tool, you can edit text. If you just want to export text from PDF file and edit it, at most, you need to convert it using an OCR tool and edit it on a common text editor.
